＜文法解説＞
まず、aim（狙う、もくろむ、意図する）という動詞のおさらいです。
aim という動詞は、他動詞の場合と自動詞の場合で用法が異なる
ので注意が必要です。
他動詞の場合は
○ aim ＋ 目的語 at...ing
× aim ＋ 目的語 to do
です。
したがって、受身の形においては
○ be aimed at ...ing
× be aimed to do
という判断をして構いません。つまり
"be aimed at...ing" というイディオムとして
記憶して良いわけです。
○ These measures are aimed at preventing crime.
× These measures are aimed to prevent crime.
ただし、自動詞としての aim には
○ Cathy is aiming at losing 10 pounds.
○ Cathy is aiming to lose 10 pounds.
の両方の用法が存在します。

下線の部分の冒頭は"to identify" と "at identifying"のスプリット
があります。つい"aim は at...ingだ" と決め付けてしまいがちなので
注意してください。この場合は、aim が自動詞として使われているので
選択肢の頭のスプリットをみただけでは判断ができません。
実は、この問題では並列構造の確認が求められています。
(A)は、and の後に関係代名詞thatがあるのに、andの前にはthat
がないので×。
(B)は、identify と seat という２つの動詞の原型が並んでいる
ので、有力な候補です。
ちなみに、文法的には
(ア）John went to Seven Twelve to buy milk and to pay the bills.
（イ）John went to Seven Twelve to buy milk and pay the bills.
の両方が可能です。(ア）は２つのto不定詞を並べており、（イ）は２つの
動詞の原形を並べているからです。
ただし、GMATは（イ）のように「to不定詞を共通因数としてくくり出し、
動詞の原形を並べる」形の方を好みます。（イ）の形の正解例が圧倒的に
多いです。この知識があると、(B)は相当有力な選択肢であることが分かります。
(C)は "teams for seating them"（彼らを座らせるためのチーム？？）の
意味が不適切。
(D)は"so as to〜"が一発切り。"so as to〜"を「〜のために」という目的の
意味で使うことはGMAT SCではありません。
(E)は(A)同様、and の後に関係代名詞thatがあるのに、andの前にはthat
がないので×。
というわけで、正解は(B)です。
選択肢の冒頭のスプリットを強く意識することは非常に大切ですが、
この問題のように、冒頭のスプリットでは解けない（判断できない）
問題もあるので注意してください。
